Bump text submodule to a961985e63105e3c50035e7e8dab1d218332dd0f or newer

!10839 (closed) reverted a bump to the text submodule whilst it is blocked on #23195 (closed). Once #23195 (closed) is completed then we can reapply this bump.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
