TH getPackageRoot documentation

Summary

getPackageRoot points to a non-existent -package-root flag. I believe the flag is actually called -working-dir.

Furthermore, the docs claim that HLS sets this flag where in reality it doesn't (yet? c.f. https://github.com/haskell/haskell-language-server/issues/481#issuecomment-1836320116 ).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
