JavaScript: use tagging information to track evaluated values in codegen
Currently the JS backend doesn’t make use of the new tagging information on Stg binders that indicates if a binder is already evaluated or maybe not.
By using this tagging information in the JS backend, we can remove the redundant work done in JS codegen that calculates and tracks the set of evaluated values.
