ModIfacePhase is not exported from ghc library

At least judging from haddocks: https://hackage.haskell.org/package/ghc-9.8.2/docs/GHC-Unit-Module-ModIface.html#t:IfaceDeclExts, the kind and type constructors are not clickable.

ModIface doesn't seem to export it:
