GHC's LLVM modules as a library?

Tentative question: is the reason for LLVM generation being a set of modules within GHC and not a separate libray that noone has showed interest in separating it into a library yet?

I'm looking to generate LLVM, but on a quick look, most if not all libraries on hackage seem to be outdated or old, while within GHC I would guess it gets regular use.
