GHC should bump it's required feature set for CPUs on x86 to `x86-64-v2`
Summary
GHC should bump it's required feature set for CPUs on x86 to x86-64-v2 (https://en.wikipedia.org/wiki/X86-64#Microarchitecture_levels) CPU feature.
We could could add support for configuring/building GHC for higher levels than that as well for distributors.
Expected behavior
GHC should take advantage of the features offered by x86-64-v2.
