Enable -Wderiving-typeable by default

Currently deriving Typeable will (correctly) silently do nothing, see #11251 (comment 144297). There is a warning -Wderiving-typeable for such deriving clauses, but it is currently disabled (even in -Wall). I think it should be enabled (possibly in -Wdefault, but at least in -Wall).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
