Hadrian: run the testsuite in Windows CI job

Alp Mestanogullari requested to merge alp/ghc:wip/alp/hadrian-windows-ci-testsuite into master

Since MR !1025 (closed) fixed the Windows build, allowing us to build a binary distribution, we can now try to run the testsuite in that CI job.

For the time being, this MR includes the commit from !1025 (closed), but I will obviously rebase (and remove the WIP status) once !1025 (closed) lands.
