Update to Unicode 15.1.0 (backport to 9.8)

This is a backport of !11258 (closed) to GHC 9.8.

Update to Unicode 15.1.0, which was published on 12th September 2023.

  • I followed the README.
  • I cross-tested with Python 3.12-dev, patched with the new Unicode version.
