Parser: Add a Note detailing why we need happy's `error` to implement layout

Comment only; took me quite a while to appreciate why we need to resort to this mechanism.

(Still not convinced that there doesn't exist a feasible solution that doesn't violate phase separation between Lexer and Parser, but there are bigger fish to fry.)
