Bump directory to 1.3.8.2
This PR bumps the dependency on directory from 1.3.8.1 to 1.3.8.2.
The most important changes are that 1.3.8.2 supports filepath >= 1.5 and Win32 >= 2.14, while 1.3.8.1 doesn't.
