Repair the 'build-cabal' hadrian target

Matthew Craven requested to merge wip/T23490-part2 into master

It looks like ci-images is already using cabal-3.10, so maybe this works now. Let's find out.

TODO:

  • Make the build-cabal hadrian target work
  • Upstream the transformers missing-svg-files patch
  • Disable the broken plugin tests T11462 and T11525 when testing with the build-cabal target
