Fix ghc API link in docs/index.html

Fixes this broken link by using the full unit id of lib:ghc

Master all the way back to 9.4 seems to be affected by this.

Someone will have to double check that this is correct for older versions of GHC. The link is also broken there but I'm not completely sure if this is the right fix there.
