Haddock: Add MR template for Haddock

Hécate Kleidukos requested to merge Kleidukos/ghc:add-haddock-mr-template into master

This MR adds a template for Haddock contributions that refers to some specificities of its development, like the CONTRIBUTING guide, as well as enforces more actionable items regarding the development workflow (Feature should refer to tickets, the Haddock documentation should be updated in case of markup change, etc).
