ttg: Text in the AST

This is, together with #26971 (closed), the last pieces of finishing “The TTG project” to split out the AST (c.f. #21692)

Two tasks after these two land:

  • Move ModuleName into GHC.* land and use an abstraction for ModuleName holes in the AST (the last edge is to ModuleName’s FastString use, but that we do want to keep as a FastString and not use HText
  • Split out L.H.S.* modules into a public sub library and/or add a CI check that validates no GHC.* modules into the L.H.S transitive dependencies closure.
