EPA: Remove [AddEpAnn] MR 6

This one deals with AnnList, by making it parameterised based on its specific usage.

There are still AddEpAnn occurrences in it, these will be cleaned up in a later MR.

Question: is using () for the uninteresting parameter ok, or should it be a specific type instead?
