add Hadrian rule to build user guide as Info book

Info is the preferred hyper-text documentation format on GNU systems. since sphinx supports building it out of the box, we added a hadrian build rule to generate an Info version of the GHC User Guide.

please review and comment.

some guidance on adding configure logic to detect the presence of makeinfo is requested.
