Enable reporting of non-moving censuses with -ln

Ben Gamari requested to merge wip/nonmoving-census into master

Previously this was not easily available to the user. Fix this. Non-moving collection lifecycle events are now reported with -lg.

Also finally merge my branch improving structure of eventlog format documentation.
