WIP: Change "arising from" to "required by" in errors

This contains the groundwork for implementing #18100 , which makes a minor change to the language in error messages for clarity. It's a WIP as the test suite has not yet been updated (and I'm mostly creating a merge request in hopes that the test suite will run faster on gitlab than it is on my local machine).
