Add the docspec:base rule to Hadrian

Hécate Kleidukos requested to merge Kleidukos/ghc:ci/docspec/base into master

Motivated by !4780 (closed), here is the inclusion of the cabal-docspec tool as a Hadrian rule for the base library.
