Draft: Rip out PrimopWrappers

This carries out the plan described in #20155, eliminating the GHC.PrimopWrappers module in favor of a generated GHC.Prim source module.

To do

  • Rebase on top of hi haddock work (!6224 (closed)); I believe this will fix the Haddock failures
  • Work out cause of GHCi failures
  • Consider ripping out Cabal's virtual-modules support
