GHC no longer ever defines TABLES_NEXT_TO_CODE on its own

It should be entirely the responsibility of make/Hadrian to ensure that everything that needs this flag gets it. GHC shouldn't be hardcoded to assist with bootstrapping since it builds other things besides itself.

I pulled this out of !152 (merged) thinking this might be the most "side effecting" change, and responsible for that PR's failures. But removing it didn't make anything work better, and @nomeata's original comment was this should be redundant with one of the generated headers, so now I'm trying the opposite: just this rather than everything but this.


Please take a few moments to verify that your commits fulfill the following:

  • are either individually buildable or squashed
  • have commit messages which describe what they do (referring to Notes and tickets using #NNNN syntax when appropriate)
  • have added source comments describing your change. For larger changes you likely should add a Note and cross-reference it from the relevant places.
  • add a testcase to the testsuite.
  • replace this message with a description motivating your change
