Add ghcjs changes to deriveConstants (#21078)

As part of the wider ghcjs merging effort (#21078 (closed)), this merge request attempts to bring the mainline into parity with the ghcjs-in-ghc 8.10 fork for certain backend-specific constants that are generated by deriveConstants that differ for JavaScript.
