Stg-lint: lint function calls for compatible argument reps.

This is the linting part of !8008 (closed) split into it's own MR since #21399 currently prevents us from properly linting.

TODO list for this MR to be merged

• Fix #21399
• Re-enable stg lint with unarise
• Remove traces.
• Add the note from !8008 (comment 422313)
