TcPlugin can read and resolve irreducible givens

Pavol Vargovčík requested to merge p4l1ly/ghc:tcIrreds into ghc-9.4

Irreducibles could be often solved by TcPlugin, but irreducible givens are not accessible there. This merge request exposes irreducibles to TcPluginSolve and handles their potential removal.
