Remove HscEnv from GHC.HsToCore.Usage (related to #17957)

Where is the key part of this patch? That is, what should reviewers look at first?

This patch removes GHC.HsToCore.Usage's dependence on HscEnv by introducing a UsageConfig type as per #17957
