Draft: CI: Forbid the fully static build on Alpine to fail.

[Maintainer's note: Merged as part of !9433 (closed) to appease the CI gods]

To do so, we mark some tests broken in this configuration.

See #20706 — this MR won't close it, but by marking these tests broken and re-enabling the job, we can at least avoid further regression.
