Correct the large tuples section in user's guide

This patch corrects claims about large tuple support in the GHC User's Guide. It also adds clarifies that GHC does not diverge from the Report in this regard (except for the Ix instances, see #16643 (closed)) by stating what the Report actually requires as well as by moving this part to a more fitting section.
