Various fixes to plugin tests on Windows

The main goal of this MR is to run as many plugin tests as possible on Windows. This is important, as having the tests marked as fragile can hide genuine issues, such as #22961 (closed), which came up in the frontend001 plugin.

The commit RTS: declare setKeepCAFs symbol is the fix for #22961 (closed) devised by @RyanGlScott.
