Wow, this managed to uncover a GHC bug. See ghc#19893.

Sadly, this is unlikely to be useful unless ghc#19893 is resolved first. Otherwise, we would simply have to allow parsley to fail to build on all configurations, which defeats the point of adding it in the first place.
