ci: Major rework

Ben Gamari requested to merge wip/foliage into master

Here we rework head.hackage's CI infrastructure to use Foliage instead of the previous combination of tools. In addition to being more maintainable, this brings with it the nice advantage of being able to freeze the head.hackage overlay using index-state.

Closes #53, #51 (closed).
