      This takes care of bumping the `base` and `integer-gmp`
      minor version numbers in anticipation of a GHC 8.4.2 release.
      
      While I was in town, I also filled in a `@since TODO` Haddock
      annotation for `powModSecInteger` in `integer-gmp` with
      `1.0.2.0`, and updated the changelog accordingly.

      Special-case record fields ending with hash when deriving Read · 32e18420

      In commit dbd81f7e, a
      regression was inadvertently introduced which caused derived `Read`
      instances for record data types with fields ending in a `#` symbol
      (using `MagicHash`) would no longer parse on valid output. This
      is ultimately due to the same reasons as #5041, as we cannot parse
      a field name like `foo#` as a single identifier. We fix this issue
      by employing the same workaround as in #5041: first parse the
      identifier name `foo`, then then symbol `#`.
      
      This is accomplished by the new `readFieldHash` function in
      `GHC.Read`. This will likely warrant a `base-4.11.1.0` release.

      This is an attempt at clarifying the docs for HasCallStack in both the
      user guide and libraries/base/GHC/Stack/Types.hs. The example used right
      now is built around an hypothetical 'error' function that doesn't itself
      print call stacks, and the fact that this doesn't hold makes it all
      confusing, see #14635.

      * Add a new flag, `-fignore-optim-changes`, allowing them to avoid
        recompilation if the only changes are to the `-O` level or to
        flags controlling optimizations.
      
      * When `-fignore-optim-changes` is *off*, recompile when optimization
        flags (e.g., `-fno-full-laziness`) change. Previously, we ignored
        these unconditionally when deciding whether to recompile a module.

      The LaTeX produced by this previously failed to compile. Changing the first cell
      of the row from an inline to a paragraph fixes this. Then I noticed that the
      table overflowed the page. This is fixed by applying the longtable class.

      Many industrial users have aligned around the idea that implicit exports
      are an anti-pattern. They lead to namespace pollution and byzantine
      naming schemes. They also prevent GHC's dead code analysis and create
      more obstacles to optimization. This warning allows teams/projects to
      warn on or enforce via -Werror explicit export lists.
      
      This warning also serves as a complement to warn-missing-import-lists.

      Summary:
      When building the rts with ghc (e.g. using ghc as a c compiler), ghc's
      "Value Add"[1] is, it includes adding `-include /path/to/ghcversion.h`.  For
      this it looksup the rts package in the package database, which--if
      empty--fails.  Thus to allow compiling C files with GHC, we add the
      `-ghc-version` flag, which takes the path to the `ghcversion.h` file.
      
      A `-no-ghc-version` flag was omitted, as at that point it becomes
      questionable why one would use ghc to compile c if one doesn't
      any of the added value.

      Summary:
      GC sync is the time between a GC being intiated and all the mutator
      threads finally stopping so that the GC can start. Problems that cause
      the GC sync to be delayed are hard to find and can cause dramatic
      slowdowns for heavily parallel programs.
      
      The new flag --long-gc-sync=<time> helps by emitting a warning and
      calling a user-overridable hook when the GC sync time exceeds the
      specified threshold. A debugger can be used to set a breakpoint when
      this happens and inspect the stacks of threads to find the culprit.

      Update to Win32 2.6 which is the expected version release for 8.4
      
      This involves moving Cabal forward which brings some backwards incompatible
      changes that needs various fixups.
