ci: Add nightly & release ubuntu-22.04 jobs 

This adds build of bindists on ubuntu-22.04 on nightly and release
pipelines.

We also update ghcup-metadata to provide ubuntu-22.04 bindists on
ubuntu-22.04.

Fixes #25317
