https://github.com/haskell/alex/issues/288 It's breaking CI, so will be fast-tracked. A `constraint` won't work, because it's a `build-tool-depends`. (NB. sclv says otherwise, but I couldn't get `plan.json` with a different `alex` even with `any.alex`.)
