When are the "final" binaries of a release uploaded?

I maintain the ghcup-hs-bin AUR package, and 0.1.17.4 was now the second time that the binaries got changed after the upload (as this leads to failing installations for users of that package). Right now, I am subscribed to the feed at https://gitlab.haskell.org/haskell/ghcup-hs/-/tags which seems to be suboptimal as it does not indicate that the final binaries have been uploaded. Should I instead maybe subscribe to the releases page on GitHub: https://github.com/haskell/ghcup-hs/releases?
