WIP: Introduce tracing

$ ghcup list +RTS -l -olghcup_list.eventlog

$ eventlog-to-chrome ghcup_list.eventlog
$ # open ghcup_list.eventlog.trace.json in Chrome's chrome://tracing

Interesting. Any specific purpose?

I got this library somewhat working and now am trying to instrument different real world applications to discover what works, what's broken, what are rough edges.
