Populate the EOC

I nominate Scott Conley (@14to9) and Alexander Bernauer (@copton) to join me on the EOC. After introducing these nominations at yesterday's meeting, there were no objections, but seeing as we barely had quorum, it seems appropriate to also seek further feedback here.
