Formally disband the Transition Committee
Having had our new ED for almost a year -- and having fulfilled the conditions for disbanding the Transition Committee -- this commit formally disbands the committee.
I will just go ahead and merge, because the document itself states the (fulfilled!) conditions under which this should happen. No vote required, but posting as an MR for visibility.
