Remove size limit of board

As discussed on our mailing list, we have a strong crop of new potential board members, and we may accordingly wish to increase the size of the board. This change to our bylaws removes the restriction to 14 members. Because it is a change to our bylaws, this requires the vote of 2/3 of our current membership, at least 10 of us.
