`ghc-paths`' custom `Setup` script uses `rawSystemProgramStdoutConf`,
which was removed in `Cabal-3.0.*` in favor of `getDbProgramOutput`.

`happy-1.19.11` adapts to `MonadFail`-related changes in
`base-4.13.*`, but alas, its custom `Setup` script must also be
tweaked to adapt to the removal of `rawSystemProgramConf` in
`Cabal-3.0.*`.

In `Cabal-3.0.*`, `Distribution.Simple.BuildPaths` no longer exports
`autogenModulesDir`, and `Distribution.Simple.Utils` no longer
exports `rewriteFile`, so guard them with the appropriate CPP.
