As noted in `Note [Don't pass --target to emscripten toolchain]`,
emscripten's `emcc` is rather inconsistent with respect to its treatment
of the `--target` flag. Avoid this by special-casing this toolchain
in the `configure` script and `ghc-toolchain`.

Fixes on aspect of #23744.
