This fixes #18660 by changing `isLHsForAllTy` to
`isLHsInvisForAllTy`, which is sufficient to make the
`forall`-or-nothing rule only apply to invisible `forall`s. I also
updated some related documentation and Notes while I was in the
neighborhood.
