Fix a couple test failures encountered when building on Windows 

Summary:
* Adjusts performance tests
* Change ghcpkg05.stderr-mingw32 to match ghcpkg05.stderr

Test Plan: Ran 'sh validate' and observed fewer test failures afterwards
