bindist configure doesn't check for `make`?

User on IRC reports ghcup failing during the make stage with:

[ ghc-make ] ghcup: make: executeFile: does not exist (No such file or directory)

indicating that bindist configure doesn't check for make existence.

We probably want to use AC_CHECK_PROG and error out if it doesn't exist.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
