Wasm assembly generation should use HDoc

It seems that CmmToAsm/Wasm/Asm.hs uses a bytestring builder directly rather than our own abstractions for printing code (HDoc), this leads to some complications when trying to make the wasm code generation fit into the rest of the dumping infrastructure (!10942 (closed)).

Is there a reason to not use HDoc here?

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
