Fix #24308 (incorrect brace syntax in Template Haskell pretty printer for where clauses)

Where is the key part of this patch? That is, what should reviewers look at first?

The patch is very small; lines 398-401 in libraries/template-haskell/Language/Haskell/TH/Ppr.hs
