This needs a manual merge, marge needs another MR to make a batch and I don't think there'll be another MR any time soon.

I've pushed libffi-3.4.4 to master and will bump the ghc/ghc> submodule reference in ghc!9563 (closed).

In general I agree that we should just move back to using upstream releases. libffi's release pipeline seems to be flowing much more freely now. Ho...
