`mkBootModDetailsTc`, which creates a special `ModDetails` when
`-fno-code` is enabled, was not properly filling in the `COMPLETE`
signatures from the `TcGblEnv`, resulting in incorrect pattern-match
coverage warnings. Easily fixed.

Fixes #16682.
